Common Manual, Unified Student Loan Policy

Utah Higher Education Assistance Authority (UHEAA) has now distributed an update to the Common Manual to UHEAA program participants. This update reflects provisions of the Higher Education Act of 1965, as amended, and federal regulations effective July 1, 1998. This update replaces all of the pages currently in your Common Manual binder, except the tabs that separate the chapters and appendices of the manual.  UHEAA suggests that current additions of the manual be archived for future reference. This updated manual also introduces the Common Claim Initiative (CCI), the standardization of the claim and preclaim assistance policies and forms.

Lenders and servicers can find the new CCI provisions of the Common Manual in two places:

Chapter 8 reflects CCI provisions effective September 1, 1998, and earlier.

Chapter CCI 8 is a new section incorporating all CCI provisions.  This section is marked by the new tab included with the new manual.  Although many CCI provisions are not effective until 1999 or 2000, they are detailed in chapter CCI 8 now so that lenders may begin modifying systems and training staff.  As CCI provisions are implemented in 1999 and 2000, they will be merged into chapter 8.  By the time the manual is updated in 2000, all CCI provisions will be reflected in chapter 8, and chapter CCI 8 will cease to exist.
