Calculating Institutional Refunds

The U.S. Department of Education (ED) recently issued a Policy Bulletin, dated January 7, 1999, providing guidance on determining whether a charge is an institutional charge when calculating an institutional refund. In the bulletin, ED clarifies institutional verses non-institutional charges, dispels common misconceptions about institutional costs, presents guidelines for defining institutional costs, and provides examples of the application of these guidelines.
