Due to the 1998 Higher Education Act (HEA) amendments and guidance contained in Dear Guaranty Agency Director Letter 99-G-316, it has become necessary for the Utah Higher Education Assistance Authority (UHEAA) to establish a new date for preclaim assistance (PCA) cancellation. Lenders must notify UHEAA and cancel the request for preclaim assistance, if the delinquency date falls to zero days delinquent.

In a previous UHEAA Bulletin, Volume 99-Issue 16, lenders were advised of UHEAA's new requirement to submit a complete and accurate PCA request between the 60th and 80th day of delinquency, inclusive, effective May 1, 1999. In clarification of this direction, lenders are required to implement this change for PCA requests made on or after May 1, 1999, but may implement this change earlier.
