Notice of Proposed Rulemaking Concerning Institutional Eligibility, the Student Assistance General Provisions, the Federal Work-Study Program, the Federal Family Education Loan Program, and the Federal Pell Grant Program

The U.S. Department of Education (ED) recently released a Notice of Proposed Rulemaking (NPRM) in an August 10, 2000 Federal Register regarding Institutional Eligibility, the Student Assistance General Provisions, the Federal Work-Study Program, the Federal Family Education Loan Program, and the Federal Pell Grant Program.  The proposed regulations incorporate provisions contained in the recent reauthorization of the Higher Education Act (HEA).  The proposed regulatory changes impact the following sections of 34 CFR:

Part 600-Institutional Eligibility
 Sec.   609.9 and  609.30  Removed.
 Sec.   600.10 Date, extent, duration, and consequence of eligibility.
 Sec.   600.20 Application procedures.
 Sec.   600.21 Updating application information.
 Sec.   600.31 Change in ownership resulting in a change in control.

Part 668-Student Assistance General Provisions
 Sec.   668.2  General definitions.
 Sec.   668.5  Written arrangements to provide educational programs.
 Sec.   668.8  Eligible program.
 Sec.   668.12 Amended.
 Sec.   668.13 Certification procedures.
 Sec.   668.19 Financial aid history
 Sec.   668.165 Notices and authorizations.

Part 675-Federal Work-Study Program
 Sec.   675.19 Fiscal procedures and records.

Part 682-Federal Family Education Loan Program
 Sec.   682.201 Eligible borrowers.
 Sec.   682.207 Due diligence in disbursing a loan.
 Sec.   682.604 Processing the borrower's loan proceeds and counseling borrowers.

Part 690-Federal Pell Grant Program
 Sec.   690.9  Removed.
 Sec.   690.75 Amended.
