As a service to its participating schools and lenders, the Utah Higher Education Assistance Authority (UHEAA) offers the following review of recent announcements and releases from the U.S. Department of Education or other sources. These reminders cover topics of general interest and importance that relate to the administration of federal student aid.

Summary: HERA Operational Implementation Guidance (CPS, COD System, EDExpress Suite) -- Availability of EDExpress for Windows 2006-2007, Release 4.0. EDExpress 2006-2007, Release 4.0, enables you to export ACG and National SMART Grant origination and disbursement data for transmission to the Common Origination and Disbursement (COD) System and import responses for ACG and National SMART Grant data sent by the COD System. The COD System begins accepting ACG and National SMART Grant origination and disbursement data on December 16, 2006.

Summary: Interim Final Regulations
These interim final regulations reflect the provisions of the The Higher Education Extension Act that authorize the discharge of the outstanding balance of certain Perkins and FFEL program loans for survivors of eligible public servants and other eligible victims of the September 11, 2001, terrorist attacks. These interim final regulations are effective January 29, 2007.

Summary: Continuing Resolution's Impact on the 2007-2008 Award Year
At this time, the Department's Fiscal Year 2007 appropriations bill has not been approved by Congress and we are currently operating under a Continuing Resolution through February 15, 2007. Until the Fiscal Year 2007 appropriations bill has been signed by the President, the final 2007-2008 Award Year minimum and maximum Federal Pell Grant award amounts cannot be established and we cannot finalize the 2007-2008 Award Year Federal Pell Grant Program Payment and Disbursement Schedules. Similarly, until we have a Fiscal Year 2007 appropriations we cannot make 2007-2008 Final Awards for the Campus-Based Programs.
